    In 2006, UGC exempted M Phil and PhD holders from NET/SET qualification required for lecturership in Indian Universities and colleges. Notification
  • NET/SET qualified candidates are strongly opposing this exemption.
  • Similarly academic experts are also of opinion that UGC NET examination is necessary to maintain same quality all over India.
  • Some Indian Universities do not accept this exemption.
  • In Maharashtra, High Court Nagpur Bench gives stay order on this exemption.

1. UGC NET/SET

The National Educational Testing Bureau of University Grants Commission (UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship in indian universities.

The UGC Chairman Sukhdev Thorat has announced at a press conference that those who hold Ph D or M Phil degree will be exempted from NET/SET. Notification dated 14th June 2006. According to this notification, the UGC announced that MPhil and PhD candidates would be exempted from taking the NET. While MPhil candidates will be eligible for teaching at the undergraduate level, PhD fellows will be eligible for postgraduate teaching.

According to Notification of UGC dated 19th September 1991, minimum qualifications for the post of lecturer in University and Colleges are "Good academic record with at least 55% marks or an equivalent grade at Master's degree level in the relevant subject from an Indian University or an equivalent degree from a foreign university. Candidates besides fulfilling the above qualifications should have cleared the eligibility test for Lecturers conducted by UGC, CSIR or similar test accredited by the U.G.C."

In 1993, UGC decided to give exemption from NET for the PhD and MPhil degree holders, who had completed their PhD and MPhil on or before 31 December 1993 and were eligible for the post of lecturer.

In 2002, UGC decided to extend the exemption for only PhD degree holders, who had completed their PhD on or before 31 December 2002.
